The mining vessels AU Grabber and Mistress we authorized operators under McCully's authority as 50% owner of Tomcod. There's no "grandfathered" rights, at least not the way people have interpreted. Tomcod is most definitely inside State jurisdiction, which covers all the coast of Alaska from shore to three miles out.
